Took me a moment to find which expandable area had this info on the sale page, so in case anyone is wondering:

Deluxe version = base game + season pass

(as opposed to something like extra skins or art book PDFs)

I was able to buy the deluxe version while already owning the standard and it did add the missing DLC / Season pass

Yes, if you already own the base game and buy the Deluxe Version you'll get the Season Pass conternts (which amounts to all of the additional DLC's) added to your base game. When you are checking out it will tell you that you won't get another copy of the base game (but you will get the DLC's).
