UV resistance comes from the chemical makeup of the plastic (Plastic is a generic term, and there are thousands of different "plastics"). Many plastics are not porous at all, so a spray won't get inside it and would just be a coating. That would probably wash off very easily.
Some softer plastics, like vinyl, might benefit from it, but probably not this hard plastic.
Maybe if you sprayed it on continuously, like monthly, it could work. But I don't think anyone wants to do that. It's a lot of labor, additional cost, and would most likely leave an annoying residue. At that point, I would just by a SunCast product for more money.
Anyway, I have no experience with this product, but maybe someone who has had one for a few years can chime in to see if they are OK.

For the low price, if someone needs it, probably best to risk it and just let it deteriorate gradually if it does.
