Currently I'm using a 22" insignia 1080p tv as my extended monitor for laptop. Pictures and text are somewhat blurry at times. Would it be better using dedicated monitor compared to a tv?

For office work get a larger, 60hz monitor. You most likely won't benefit from higher hz. When it comes to office work i would say don't go below 27, but don't go above 32. 24 is fine, but not ideal
