Yes, it is perfect for that.

I bought one of these Aluminum Cargo Carriers a few years back from Harbor Freight - Wow - I think I paid $40. https://www.harborfreight.com/aut...92655.html

This allowed me to store multiple suitcases on the rear cargo carrier on the back of a mid-sized SUV for a multi-state, very long distance trip - It connected right into my tow hitch receiver. We went through major rain storms, for hours at times and it kept everything dry. I used ratcheted tie-downs to keep the bag secure in the cargo holder.

One Major Bonus - I rode on the 80MPH Toll Road outside of Austin, TX and figured I'd do the Bill By Plate option - I waited and waited and waited to get a bill - Then I kept calling up the TX toll folks because I didn't want to get some crazy late bill with interest or worse, not be able to re-register my plates. They had nothing on my license plate. I only figured out later, that this big cargo bag had covered my plate during the trip and thus why I never got the Bill By Plate toll!

This Amazon item looks identical, with a label slapped on it. Might be good for research.

I think this is made for the cargo things that attach to your trailer hitch.
Putting it on the roof is gonna be a big hit on MPG, especially since it's not designed to be aerodynamic like roof containers usually are.

I have a Honda CR-V with roof rails. Don't anticipate needing something like this at the time, but I wonder how decent this is for $20. And how much of an MPG impact does this have?

I use a Costco tote in pickup bed. I have a locking cover in bed too.

Would this be more convenient than a tote?
