using another but foreing Itunes / Apple account needs some work, when used the first time, thereafter it is pretty easy
Boxset is priced at 20€ and the set has English audio
1. Create a new Apple ID using a German billing address (any will do, e.g. McDonalds)
2. Add a credit card in Itunes
3. Add a German Itunes giftcard to your account (in Itunes) ->
Eneba will do [eneba.com]
4. Buy Fringe or anything else. Some good deals over there.
To watch:
I am using a Fire TV. There you can easily switch between different Apple accounts. Same for the Apple TV itself
No VPN for buying nor watching necessary

I'm currently in Germany (this post caught me by surprise lol) and my wife and I come here often, so we needed a German Apple account to download some banking and public transport type apps.
Before we got a local sim card, we set up a German Apple account on my wife's phone using my US google voice number and US credit card (or paypal?) can't recall off the top off my head.
It was actually pretty easy to do. I'd say the only thing OP left out of their post is the phone verification, but you should be able to do it with no issues via Google Voice since you have the option to use a phone number from any country without affecting the region of the account.

Only weakness I would say are the "monster of the week" episodes in the first season.
