Are you sure this is a targeted offer? This isn't a random reload offer but a celebration of Apple Pay being added as an auto reload option.
I believe the offer did not show up in the app the first day but should be showing up now. Can you check the app to see if it's under your offers? It has appeared on everyone's phones I've talked to.
