It's on the clearance rack? I never know where to find clearance Lego deals.
Some are. However, I have found most walmarts just put a yellow clearance tag on the shelf in the lego aisle under applicable sets. Prices won't be the same at all walmarts. This set was around $44 at a few of them around me while others had it for $22.
