Helping cousin upgrade to new gaming PC

Their current specs is:
CPU: 10600k
RAM: 16GB
Motherboard: MPG Z490 Gaming Edge Wifi
GPU: GTX 1080ti
PSU: Gamma II Series 750 Watt 80+ Gold
The games they mainly play are fps games that are heavily dependent on GPU/CPU.
They play at 1080p @ 144hz.
Their budget seems to be about $2,000.
Any advice would be appreciated.

The next choice will be whether to upgrade only the CPU and stay with existing motherboard and RAM or to upgrade the motherboard which will likely require the need to upgrade the CPU and RAM and possibly PSU, etc. Typically motherboards of the same architecture don't vary wildly in performance, mostly features, so to get better performance he'll likely be moving to a new chipset and RAM design.
Just my opinion, I don't game much these days but when I did the vast majority of the work was done by the GPU. Pretty sure he could spend his entire budget on the GPU if he wanted to, they are expensive, so he should probably ponder the second choice at least a little bit. No point in spending $2K on the best GPU and then deciding afterwards that he wants to upgrade other components as well.
Look at the Dell outlet if there is a chance they may want to pass down the current computer to someone.
