The full coupon worked on the 8.45oz dishwasher cleaner for me.
Target added $1 for regional bag fee but it says it'll be refunded if I bring my bag for pickup.

Re: bag fee — the $1 is an estimate based on average usage of 10 bags, however you're only changed for the number of bags your order requires. If you decline bags at pickup there is no charge.

It's a very low viscosity fluid and hard to pour. Definitely easier to pour if you unscrew the cap completely. Don't waste your time with spray spout.
