But, if you're the type of user who just wants a side device primarily for common internet apps, and don't often take up much space with apps/photos/music/games on their other mobile devices, then sure.
I agree 256GB is probably far too much for most people. They did this on purpose -- there's no 128GB option because they want you to notice the 128GB iPad Pro that only costs $50 more than a 256GB iPad Air, and what's another $50 when you're already spending hundreds?

64gb is barely enough for 2-3 movie rips. If you use your device to record lectures or videos, then expect to be out of storage fast and its an enormous PITA.
BS. Most good recording apps other than Apple's native apps can save to external drives while recording. A quality Sandisk or Samsung USB-C drive run 18 bucks for 128GB with a sustained ~350mb transfer rate which is more than enough and is a far cry less than what Apple asks.
Handbrake makes quality movie length 1080p rips under 2GB each which allows considerably more than "2-3 rips" to be stored. It's a 10.9" screen, you don't need to be uploading 4K to this thing.

Now personally, I feel 15hrs of video is long enough for any flight. Even on a 20 hr flight, one is not glued to the iPad all the time. However, people may want to download full seasons of a show for a trip. Hotel WiFi is often notoriously bad at many places, or too expensive for high speed download (often $15 to $20 per day). Downloads via hotspot to your phone may not be an options due to roaming etc. You get the point.
