So far, the phone is still preparing (or whatever it says) and shows the cost just over $35 after tax (discount was $27.XX).
last month A13 deal it came sim unlocked but bootloader is perm locked

1. Is this unlock? I want to use this as a international phone, specifically in the Philippines. Using the SIM card in the Philippines. How do I unlock it.?
2. Do I have to pay monthly payment for service to TracFone for data? Is this a prepaid? Can I cancel it if it's the case?
