I could never activate my att one and phone cost never showed up...but haven't been able to unlock

Pros:
save your time to talk to the Verizon representatives.
T-mobile Tuesday.
Cons:
need a number to port-in
need to wait for 6 months to unlock
I would choose metro's deal to save communication time

First, I am a VZ customer and always do an upgrade on existing line. I then leave the monthly device payments alone. And if such a deal arises, then I pay the remaining balance and upgrade.
Last time, I did an upgrade of iPhone 11 in Apr 2023, but didn't try to activate until July 23 (bought it as a backup device). It activated just fine but I can't seem to get it unlocked. VZ says they see it as unlocked but I tried with non-Verizon sims and it only works with Verizon. Can anybody provide any advice on how to fix it?
