File a claim through Paypal ( no longer owned by Ebay) then after that always use a debit or credit card if using paypal ( never give them bank account direct access) so you can file a chargeback if nothing else works!

For #1, eBay says it's only MBG if I'm unhappy with the item.
For #2, eBay gaslit my credit card provider to claw back my money. Now, I'm in a Kafkaesque situation pleading my innocence - when in reality I'm the one who got scammed.
I genuinely hope it works out for you all. I knew the risks, and yet my dispute with my credit card is still in limbo.
Here's how it all happened:
- On eBay, I buy an Nvidia 4070 from a seller with 100% rating with 22 transactions.
- The scammer provides a fedex tracking number.
- A few days later, I receive notification package is delivered but no delivery shows up on my security camera.
- I report "item not received" to seller. Seller is non-responsive. I file dispute.
- eBay sides with seller, citing tracking number says delivered.
- I drive to fedex warehouse, and was able to ask an acquaintance to print the actual destination scan. It was delivered to a warehouse a mile away from me and signed off by some guy.
- I send this proof from fedex to eBay in an appeal.
- eBay closes my appeal and rules in favor of the seller, because the seller's tracking number shows the package was delivered. The fact that I provided proof that it was delivered to an address that was NOT mine meant nothing. Malicious compliance. This is when I realized eBay protects scammers for their own benefit. The next day, my negative review on the seller's eBay profile is deleted, and the seller goes from 89% back to 100%. The seller's trap is set for the next victim.
- I call eBay and talk with their foreign CSRs. The CSRs are unhelpful and are just reading from a script. After an hour, I escalate my case to the manager who opens a "manual review".
- Meanwhile, I'm googling cases like mine, and they all get tossed because eBay just wants to keep my money. So I call my credit card provider and report a fraudulent charge.
- eBay notifies me that they closed my manual review, and basically said, "We were going to help you, but you charged us in the back with a chargeback. Apparently, that hurt our feelings. So, now we're NOT going to help you, and you should work with your credit card provider from now on."
- eBay then fights against my chargeback case, saying I claimed I didn't receive the item, but the seller's tracking number proves the item was delivered. My credit card closes my case and reverses my chargeback. Now, I'm appealing the case with the fedex proof of delivery.
eBay is a scumbag marketplace that enables scummy scammers to proliferate on their platform. eBay intentionally turns a blind eye because they profit from scammers. I discovered that this kind of scam has been around for years and years. The fact that eBay deleted my negative review, thus giving the the guy that scammed me a perfect 100% rating is infuriating as hell.

P.S. if someone signed for your package and you have their name and address I would think a police report would be in order!

Newegg is a legit Ebay seller and as someone else said you can buy it straight from them [newegg.com]. It may be a better deal buying it from their website as you could get combo saving if you are buying another item like a motherboard or an Amex Offer to take some additional money off. I got this card for $659 because I bought it with a motherboard that was a part of a combo deal and had an AMEX offer for 2% off so an additional $13 off.
P.S. if someone signed for your package and you have their name and address I would think a police report would be in order!
Yeah, my package was signed off by someone at a gated warehouse full of trucks. Seems like they get a lot of packages, so this person likely didn't know what they were signing for. And my package probably contained a worthless keychain flashlight. But, yes, I'll need to go to the police station if my credit card chargeback fails. I'm totally looking forward driving to the police station and filing a report... not. I don't know about y'all, but $460 is a lot of money for me to lose. It seemed like a good deal but it turned out to be too good to be true. Please don't be dumb like me thinking you can out-smart these professional scammers... by which, I mean eBay, of course.

Yeah, my package was signed off by someone at a gated warehouse full of trucks. Seems like they get a lot of packages, so this person likely didn't know what they were signing for. And my package probably contained a worthless keychain flashlight. But, yes, I'll need to go to the police station if my credit card chargeback fails. The seller I bought from had thousands of sales 95% positive ( I mean there is no pleasing some people so can't be perfect rating right) and a free return policy and was backed by Ebay's money back guarantee so......what could go wrong....... FK EBAY!
