Found lots of folks online complaining on the quality of Vaseline in india...below is one of the comments for reference:

Veseline does not sell pure petrolleum jelly in Inda. It uses the same packaging but markets it as skin jelly instead of 100% petroleum jelly. Please read the ingredients behind the product. Indian Vaseline is made up of primarily mineral oil (clogs pores, causes acne and is a cheap product to apply on the face) and paraffin (what is this jet fuel doing in my face cream?). Please do yourself a favour and buy imported Vaseline petroleum jelly. The name is : Vaseline Blueseal 100% pure petroleum jelly and it's only ingredient is petrolatum. Also petroleum jelly just creates a barrier between your skin and outside air and provides no moisturizing properties of it's own. It is best to first apply a moisturizer and then apply petroleum jelly to trap this moisturizer.Refer the below link to read the ingrediants and the product reviews

That doesn't make sense. Vaseline (aka petroleum jelly) is a mixture of hydrocarbons, not a homogenous compound. All petroleum jelly contains shorter chain hydrocarbons that, on their own, would be called mineral oil. All petroleum jelly contains longer-chain hydrocarbons that, on their own, would be called paraffin. So, even if the Indian petroleum jelly is different, it can't be because it contains mineral oil and paraffin. That's just using different words to describe the same thing.

I have vaselines in front of me. 2 sizes. I picked them up to compare when i saw this. The larger one is 13 oz and would consider that a typical vaseline size it's going for around $8.29 at cvs today. I have a smaller one as well, it's 7.5 oz and i got it for around 6 dollars at cvs. Looking at the ad you're going to get 5.5oz(.25x24) these are extremely small vaselines. Would word ok like a small ChapStick, but wouldn't consider it a bargain.

I'm guessing that the difference in the Indian Vaseline is caused by "fragrance," one of its listed ingredients. Fragrance is a catch-all term for various undisclosed (often proprietary) aromatic compounds. The Environmental Working Group rates "fragrance" 8/10 [ewg.org] on its ingredient hazard scale because of allergy and immunotoxicity concerns.

In the U.S., there is a product called Vaseline Baby Healing Jelly that contains 2 ingredients: white petrolatum and fragrance. Maybe Indian Vaseline feels and smells similar to that. Meanwhile our regular Vaseline contains only white petrolatum.
