Also note that the splitter is in the middle, not on the end... so a 2 roll setup splits at the center, NOT at the end. I'm not sure how the 3-roll setup splits, but be aware of this...
I was going to buy a kit with 2 rolls and split them, but this is not easily possible.... so beware!
Govee lighting strips are simply the best color and brightness I have ever come across; some of the later Monster strips come close, and the Ecosmart stuff is getting better, but nothing compares to Govee colors - especially their ability to display fluorescent pink and deep purples. That's their game changer. It's simply beautiful.
Their non-outdoor rates strips are still so well protected that they're able to be utilized outdoors, if protected somewhat, like under an awning, any other method of protection instead of where it can take a lot of unnecessary chances; just be smart.
Each sort of 'unit' or 'unit pair' comes essentially hardwired to a remote/wifi dongle, then to its power brick, which in turn is connected using a barrel plug into about a 6ft cord that terminates in wall outlet prongs. The amount of cable between where the strip of LEDs begin and the remote/wifi dongle is fairly short at a couple of feet. For the kits that contain 2 or 3 of the strips, they all begin from this central dongle unit, they do not go end to end. Keep that in mind for your setup. In some kits, they will plug into this remote/wifi dongle with 4/5 pins, but that doesn't change the non-end to end setup. Remember: central unit, branched from there in respective direction the amount of feet of the strip.
This is actually safer since the runs are a finite amount of distance from source, I reckon.
To answer the last question, yes, each sort of strip or kit comes with its own power system independent of any other kit/power system. I have not come across a Govee strip that simply 'added on to' an already existing system, not that it doesn't exist—it just hasn't been my experience.
You certainly won't regret getting anything with their name attached, any additional work due to running power will be forgotten once you get them setup.
I will also offer my opinion that their app and customization settings are second to none. The lightning effect looks real. The color chasing flow is exceptional. And there are now literally thousands of different community created presets. You'll never run out of things to try.
I don't work for them, but I certainly am obsessed with what they offer.

Ideally, we want to install something for year round usage for Holidays (Memorial Day, 4th of July, Labor Day, Halloween, Thanksgiving and Christmas)
All Govee light strips can do the basic holiday presets; the difference between strips are noted oftentimes in their main descriptor, RGB (color), RGBIC (independent control, even though this is oftentimes independent section control, of about a foot of LEDs or so each), RGBICW (adds extra white LEDs to do the main 'white lighting' colors to choose from). Long gone are the days where the light strip can only do solid colors, fades, and possibly a little mixing. The Govee app is a one stop shop, and all ~past two years Govee products, even their cheapest offerings, have the use of the apps settings for holiday lighting functionality. And, to boot, it presents well. I have my outside permanently installed using their indoor runs of 32ft. It wasn't a big deal to define 32ft sections branching from a central Y point of energizing. Sometimes you just have to do, instead of making excuses why to 'not'. The end result of making excuses will always end the same way. The end result of doing oftentimes ends with a different result, of whatever level of success.

I have had my Govee strips outdoors through winter, without issues, but I do not live where it gets 'actually' cold. We might have seen a few days in the single digits here in Texas, but if someone went outside and farted, it likely rose back into the doubles. Had a lot of rain for about 2 days, but just be smart about protection. Then again, I never expect anything built in the past 30 years to really 'last' or be protected from anything past what you would common sense expect it to, and if it does, it's a shrug and a "well I'll be…". Keep your expectations to a minimum to delay disappointment, but it is a safe bet that if you install them and protect them as much as you can, you'll have a better chance to keep them going for far longer. Don't be the point of failure. Make sure you give them a chance.
