That's questionable. Since they often look for excuses (they like to call them "disclaimers"), it might only apply to the internet portion.
It might require a phone call to Amex, but there's no guarantee that they'll accommodate you.

Did amex apply the $10 credit for anyone? I added the offer to my card several months ago and have been using it to pay google Fiber. Called amex's customer support in February, 3+ months after adding it to my card, to be told that my transactions were valid and they would apply the credit in August or September 2024 "because of the fine print".

My friend who lives 20 miles away from me pays $25/mo because there are several competitors in his area. Meanwhile, I'm paying $75/mo because Spectrum is the only ISP (excluding Verizon & T-Mobile 5G Home Internet) that's available in my area.
Spectrum is basically taking advantage of us who have no other choices to stay relevant in highly competitive areas.
