I believe the term you're referring to is free spinning.
In my experience, many gaming mice have an additional, non-remappable button that allows for the wheel to go from clicking to free spinning.
What a stupid move if so. Turtle Beach is associated with Xbox headsets, no one wants to buy a turtle beach computer mouse.
