This is not true - it's better than before but I've came across several institutions where it didn't work because they don't accept voip numbers.

Recently Apple ID could not send me the verification SMS to my GV number. They could call me though. And I know that I can't receive SMS from Ally bank.

But Google voice is VOIP. I'd rather not use VOIP as I'm typically on a limited data prepaid plan. Plus native cellular calling is more reliable than VOIP I think.

GV is a forwarding service. While you CAN use it for VoIP, it also can just use your carrier minutes over VoLTE, and both you and the recipient of the call are none the wiser.

I've had GV for well over 12 years now. I use both the native dialer and the GV dialer without issue. Having my texts be searchable all the way back to antiquity is priceless
