Ummm. Don't most cell phones have a hotspot feature? What is the need/use for this?
Cant speak for AT&T plans. But for me I have a Tmobile Hotspot only plan, no voice ... for $10/month which this "type" device is good for. Can this be unlocked for other service providers?

I guess they do, but I assume that not all plans allow for use without paying more.
It's another reason I refuse to own a phone I can't root. It's my phone and my data, I refuse to let the carrier tell me I can't use the hotspot feature.

Issue with rooting is that you are leaving yourself open to vulnerabilities. I generally have two phones, one rooted with none of my sensitive data on it.
Too bad there's no 5G support for my connected car Mobley SIM.
Blast from the past! I finally cancelled mine a couple of years ago after getting on the TMO business tablet plan, and hooking it up with a 5G hotspot at home.

AT&T still not offering unlimited data plan for hot spot? Anyone know of this is locked to them?
Not through normal consumer channels I believe, you can try the tablet line workaround but they get shut down once in a while
I doubt there are any cell towers nearby at sea and at port it would be roaming.. like your cell phone. Not sure what the terms are for roaming hotspot device?
It can work if your att Hotspot plan is roaming capable, but att cruises roaming bills are so high, even Jeff Bezos will sweat making payments for those.

Unlocked to AT&T?
You're asking wrongly my friend.
No indication it's unlocked is my answer.
Not in the way you meant to ask.

Short answer. No.
