Looking through the description but I can't find out if it can be split into two different racks, or has to be assembled as one unit.

If you look at the "manual" on amazon all of the pieces are individual. Technically you could make 10 out of it probably. you could probably leave a shelf out too for boots if you leave the back bar in and take out the front one although it would affect the stability some.

I wouldn't recommend this style especially if you have pets or kids. Had a "wardrobe" made like this and its extremely light weight. Cats absolutely destroyed the shell. Granted the shelves are in ok shape.

I purchased 5 of these to store shoes and toys and other knick knacks. Shoes are too heavy for it and the ones used in the shed had heat issues with the connectors. You get what you pay for.

For shoes i ended up biting the bullet and spent a little more for something that can handle the weight.

I don't need the wheels. Wheels make it less sturdy. I need a shelf as I have kids shoes, flip flows and other small shoes. I tried to go cheap, but it was a waste of money. Lesson learnt. This thing will last you a year and then the connectors will break. Just read the reviews. All the same failure point.
