It's better on Switch than PC and actually includes more content as well. The PS3/4/Vita and PC versions had 5 skins that were only accessible through codes that were (and no longer are) given away via the namco bandai site.
Those skins being:
-Nami Kimono costume
- Nico Robin Kimono costume
- Boa Hancock "Amazon Lily" costume
- Nami "Strong World" costume
- Ace "Strong World" costume
Just as a sidenote, the other One Piece games do seem to function better on PC, but for PW3 you absolutely should buy it on the Switch.

maps and roster are 2 things that seem to divide a lot of the fans as both are missing content from each other and it's not a direct copy paste. For example, Perona is only playable in 3 while Carrot is only playable in 4.
i've seen opinions from both One Piece fans and musou game fans, while a small majority do say 4 is better, there's still argument to be had to pick up 3. Ultimately, both are held in high regards and shouldn't be dismissed for the other. If you wanna play both, maybe 3 then 4. going backwards, you may regret it as the combat is not as refined in 3.
also, not that it matters much, but 3 has the better outfits/costumes and many cite the Dream Log mode as being more fun than 4's Treasure Log mode. 4 also has 2 season passes with bonus characters, so you may wanna wait for a more complete version or for the DLC to not be as pricey to pick it up.

and while the graphics may be stuck at ps3 levels it's not as if it's a particularly great looking game to begin with so it's not a big deal, and unlike the ps3 version you can have way more enemies on the screen at once.
