It looks like I am eligible for the free line promotion, now if I add a line using Google voice number, can I use the device with a different tmobile number?(basically, activate mobile with a diff number)

Every line I've ever gotten gets the $15 data fee attached to it whether it was a free line or not. It seemed to be default in my case. I've either chatted or gone into the store to get it removed because my plan included unlimited data so I didn't need that extra data pack. Worse case scenario if you chatted with someone who's inexperienced and didn't know how to remove that data fee, they will credit you that amount on your bill until you talk to another cs next month to sort it out again. It's not a big deal, you can get it removed.

Yes you can. The phone is locked to T-Mobile, but not to any specific line.

First this deal is for old school EXISTING customers on SC plans, as you have said you would be a new customer, so a phone for $4-8 add per mth would not apply to you.
In your situation you're on a MVNO which is sometimes the best rate you will find anywhere for basic unlimited service. If you believe $50 is too much for phone service per mth you better stick with your Mint "prepaid" plan. As below are the rates for the big 3 cheapest "post paid plans" with basic unlimited if you bring your own phone.
T-Mobile...$50 +tax/ 1 line / Essential plan/ unlimited talk text data w. Auto pay.
ATT... $65.99 +taxes / 1 line / Unlimited starter SL / unlimited talk text data w auto pay.
Verizon... $65 +taxes / 1 line / Unlimited welcome/ unlimited talk text data with ALL streaming caped at 480p w. auto pay.
In reality if your biggest concern is your monthly bill for service you're better off staying where you are at ( or another MVNO) and purchasing your phones outright from the manufacturer when discounts and deals are available.

I didn't know about this deal. I called yesterday to add a line with a trade-in to get an iPhone 14 free and I was offered to buy one get one free and the free line. I thought the free line was tied to the bogo promotion so, I took it ( I do need two phones and I can use the second line) I'll be paying 30 for the bogo phones.
I would rather have gotten one phone for $8 and a free line 🙄.
