This doesn't require a plan correct? Thinking this will be good for a car Hotspot once it's no longer free in my car.
Unlocked so you can use it with any sim. They can however detect what you throw your sim in and disable or change your plan if they dont like you using it for this purpose.

Often yes, but do some internet research. some plans wont be compatible with this since they may not want you sharing data this way

They shouldn't care. T-Mo is very BYOD (bring your own device) friendly. This might not support all the t-mobile LTE frequencies in all areas. You need to check what area you are planning to use this in and what LTE bands this device supports. Might get poor to little service. Might have no problems at all.
