I think this thing is everywhere in the world.
I've worked with so many apps " none states apps " and the prices are higher than usual, one of those apps fired me bcoz I gave people my number and buy them food with reasonable prices 😄 do fuk them and I'm gonna do that forever 😉

Likewise some have per restaurant offers/promos/'order X times get $Y off next'. Near me places have 'happy hour specials' from 2pm-5pm up to 30% off. Unlike Uber Eats most promos apply even if opt to pick up yourself.
If you happen to have a credit card that has given you free 'DashPass' which reduces fees, and pay some attention to offers there are times you can get food delivered for more or less the same as eat-in menu price - or even slightly less. That or even cheaper to order through DD self pickup (which also gives 5% DD credit back in addition to any credit card based CB).
Things like this deal where you are getting a multiplier paying ($45 -> $50) then stack on to all that.
TL;DR - DD can either be significantly more than ordering direct all the way to a significant savings if keep a look out for places that don't hike menu price and make use of offers. Also depends a lot on where you live.

People bring up meal planning, and it is absolutely correct that good planning and preparation saves money and time. But after your income reach a certain level, none of that matters. Often you just want a good meal, and $20 is nothing.
