You can get a clue that you're CPU limited by lowering the resolution or quality settings. If your frame rates don't increase, then it's probably because the CPU is limiting frame rates.
A few very recent games can experience CPU limitation at 4k. Such as the recently released Star Wars Survivor. Starfield is also CPU intensive, but maybe only with a 600 Watt massive Nvidia 4090 will you notice a difference. And the difference won't really be enough yet to really be noticeable in these games.

But I'm just gonna wait for 9000 series and see what goes on firesale. I'd certainly prefer a $400 Ryzen 5 9600 bundle over a $200 5700X3D.
Plus, my son will eventually want to upgrade his 6th Gen i3, so I'll need a full bundle to swap into his machine.

In 2019, it replaced my i7-2600K from 2011. Good CPUs just don't bottleneck you until they're REALLY old. By the time I'm ready to overclock for a 10% gain, it seems worth it to just rebuild for the next USB or PCIe version.

i have a 3070, and if i instead put about 115 towards that, i could probably end up getting a 3080, which would serve me better than a cpu upgrade :/
