A cellular watch is a great idea for a kid. Even without a plan you can always make 911 calls from a cellular watch. If you connect it to a plan (through family setup so no separate phone is required) you can track them and call/text. My 13 year old son doesn't want a phone because he doesn't want to lug it around and possibly lose it. He likes his watch a lot (my old series 6). We don't live in a place where the kids can walk to anything so it's great to be able to connect when pickup plans change. It's also cheaper than a phone plan and less distracting, plus he can have it in school where phones need to stay in their lockers.
How recent was this released? I have a tough time keeping up with Apple Watch releases. Never owned one and considering getting in the pool. Is this a good starting point for somebody looking for basic pedometer and activity measurements?
First available on September 22, 2023 about a week after it it could be preordered. It far exceeds your needs for a pedometer and activity measurements. Those options were available when the first Apple Watch was introduced a decade ago.
Do you need cellular and the advanced features of the 8, 9 series? Tbh I don't think a 12 year old would need to know his oxygen levels.
The GPS version of SE2 is only 190 right now which is quite a bit cheaper.
edit: i'm wrong about what i posted below and this looks very lilkely to support pulse ox,, but read the other reply if you shop around if you want to make sure you get pulse ox support!
old post is wrong: pulse ox isn't enabled on watches purchased on/after January 18, 2024
It might get enabled in the future but

No I got a series 9 45mm midnight blue one on Amazon for $350 on March 27th. Awesome watch btw, LOVE it. I've been ordering all kinds of cheap straps from aliexpress for between 2-15 bucks, also bought some cases of different colors, every day I have a different watch now lol. I HIGHLY recommend getting a case. The ones that cover the entire watch are a bit bulky, essp on the 45mm one, but I'm telling you this thing would be ruined already. the cases I have are all super scratched up already and that damage woulda been on my watch or at least some of it. They also sell a type of face plate cover that just goes on the screen which isn't bulky like the full cases but you're only going to get protection of the screen. So it's kinda a trade off if you wanna keep it in perfect condition. The series 9 has the absolute BEST straps, they are so incredibly easy to take on and off it take literally 5 seconds to swap out a strap.
Looking to upgrade and have been using my series 4 since launch. Wondering if I should wait until the Fall or upgrade now as the 4 is still hanging in there.

No, that's not right.
Models sold by *Apple* after 1-18-24 have the oxygen sensor disabled.
Models sold by vendors (Amazon, Best Buy,etc) after 1-18-24 can have the oxygen sensor enabled as long as the model number *doesn't* end LW/A.
If the model numbers posted by the OP are correct, these watches have the oxygen sensor enabled. The product description also mentions the oxygen sensors. So between those two references I'd be confident they work.

Wait it out for the 10. Apple goes big on tenth iteration updates. The series 4 is still on the latest watchOS version so you are just missing out on slightly better battery life and speed. I would wait it out til Apple Watch X (10) if you can.

Mine $ 5 including taxes.
Wife. $ 2.50
That's $ 7.50 total with nothing additional.
We left ATT 2 years ago.
The $ 10 plan cost us $ 14.50 per watch after their shameless taxes and fee add ons.
That was $ 29 per month vs $ 7.50
