oh wow, you were responding to my question as I was typing. My experience wasn't even in crowds. It was both at home, a restaurant parking lot near closing, on my street but too far from the house for wi-fi....and all of that was Verizon directly, not Total or another reseller. Though it was the same with RedPocket using a Verizon SIM.

Any links on that? The Total website language (in times of traffic you'll be slower) looks the same between all the plans and the broadband label bit is all the same as well. Definitely interesting if that's correct, though.

edit: it looks like you get UW coverage with the $60 plan which helps in those smaller areas, but it's still QCI 9 otherwise as far as I can tell via any source. I would love to be wrong, though.
