The only difference is that instead of just being geofenced out of near airports or parks, the entire US will be geofenced, effectively bricking the device for domestic use.
To buy a DJI drone this year is such a massive gamble, no one with a conscious would recommend it to anyone. And I'm not saying DJI drones are bad, they are the best, and for good reason they actually are subsidized by the Chinese government, and US government isn't lying when they are warning about that.
The Chinese government dumped $55.3 billion into them, so its no wonder they are leaders, and its also why world governments were scared that the Chinese government had a good reason so invest such a massive amount in surveillance drones that are "phoning home" information even though its housed on servers based in the US for this market (per the FBI and CISA investigation). I mean think on it, when is the last time Democrats and Republicans ever agreed on anything, and yet they are agreeing this is an issue, so if that doesn't tell you something, lol!

The local airport I have to fly within a few miles of regularly takes 30 seconds to get a temporary exemption using Autopylot.
As for the nationwide ban, the one proposed only applies for future drones, and I think there's a "cooldown" period before they're totally banned. I can't guarantee because I have no idea how the law might evolve, but currently it seems you'll be able to keep flying your already-bought DJI drones.
Also, if the DJI/China ban does go thru, are there any decent alternatives for non-Chinese drones?
