I have this one as my work laptop with i7 version. Fans are always running, which can be loud.
I have this too. Highly recommend a $15 laptop cooling pad, with speed adjustable fans set to low. Makes the laptop much faster and more silent.

Then something is also wrong with the identical Surface laptops of everyone else I work with too.
There must be a big difference between the 13" and the 15". I run a big project in visual studio with a local SQL server and the fans on my 15" never turn on. It's extremely quiet.
