For your purpose, you want to look for IPS monitor, not VA. VA has worse off axis viewing (narrow viewing angle) compared to IPS. This means when you move your head the perceived brightness and contrast of the screen changes, which gets annoying after time.

I'm seeing lots of hate on VA monitors here. This is still a slick deal on this monitor. IPS version are often better, but more expensive. At work I actually prefer a cheap VA monitor over a cheap IPS because it has better blacks and, at least to me, feels less straining on my eyes when using dark mode. My work also doesn't demand looking at my monitor at any angle other than straight on, nor perfect color accuracy. If you can afford a newer IPS panel, it's probably better in all respects, but in this price range, VA isn't bad. That being said I haven't seen this panel in person so I can't comment on it specifically.

This can be turned 360 degrees.
if that is okay this is an excellent monitor to look. Esp for developers.

The IPS Ultrafine version of this monitor goes on sale pretty regularly for anywhere between $350-$450. The stand is nice.

It's does have smart features and apps. Doesn't look like supports regular OTA TV channels though. From the descriptions:
