When I look at this section, I only see the Mitsubishi Car Pack that I previously purchased.

did you buy the hot wheel car pack from microsoft or a 3rd party?
if you bought it from microsoft then you can use this guide to see if it's in your microsoft account:

you can see your complete purchase history there.
if you bought it from a third party then you will need to find the keys they gave you and redeem them.
another option is to go to the xbox web store and find that DLC while logged in. you can probably install somehow from there
i found all the DLCs i have in the Add-ons for this game section.
edit: oh i see you are on your phone. i did it on a computer. i think on xbox you might have more options on add-ons once you install the game?

ok. last place you can check is the DLC store in game. now i kind of remembered i install the dlc in game for xbox. for pc you can use the pc xbox app
also if you click that hot wheel purchase does it take you to to microsoft store? from there you might be able to install the dlc. that's how it works for my FH 3 + 4 ultimate bundle.
BTW their content management really sucks. it's like if they don't want you to find what you bought. it took me a while to figure out how to install my FH4 ultimate edition

I guess I paid for the FH3 +4 combo bundle some time in the past. Which is why I didn't get a redemption code for the full game. I already own it hahaha
