I'd trade half the ram for twice the storage. 64gb on iPads is terrible. System files take up 17gb, large apps can be 4gb each. That means you could put around 10 large apps and be completely out of space, with zero room for media storage.
This is exactly what happened to me in 2018 when I was using it for school and had some photo editing and music recording software on my iPad. I ended up giving it to a family member and getting a 256gb model. That was 8 years ago. I can't believe they still have 32 and 64gb models available.

While I agree that prices could be friendlier, lower-end iPads are frequently used for kiosks, classrooms, dedicated controllers, etc. where generous storage would go wasted. The Air line has moved up to 128 GB standard, but there are good reasons for Apple to keep a low-capacity variant of the base model around.
