I found these yesterday along with Irwin Vise-Grip Concrete Nippers (https://www.lowes.com/pd/IRWIN-VI...1003142326) that were also on clearance for $4.87 at my Lowe's store.

Got the under-$6 price. Now to look up what this tool is for.

edit: 90 minutes later, the same tool at my store is back up over $20, I guess timing counted on this deal
