They don't have the ability to improve battery life until there's a new breakthrough in battery technology (i.e. solid state batteries). They can only cram so much into such a small device and processor improvements can only be marginally more power efficient at this point in time.

Maybe a problem with the credit card. You can try with a different card or chat with Samsung customer service to see if their system shows the reason.
