The transformer plugs into an outlet and there isn't any polarity on the 2 wires which means you don't have to worry about which wire you are connecting to.
I would say that these lights aren't the best quality but at this discount, it's a very good buy. The contractor I used to work for has stopped using volt because all the lights they installed 5 years ago now have their finishes totally worn off or corroded. Whereas the other manufacturers last up to 10-15 years.

how much do they usually charge to run an outside outlet? my meter is just a few feet away.

EDIT: might keep an eye out on Ebay for resellers. Already seeing $90 kit on there.

Since this is low voltage, nobody will get injured if you cut into it with a shovel. Just have some extra wire in case you need to do a repair.
I would try to install the transformer close enough to an outlet since you're not supposed to use extension cords. You can always run more wire to the lights.
I've ran wire over 200 feet from the transformer to the last light on some jobs. This does require thicker gauge wire and a stronger transformer.
Look up voltage drop calculator to figure out how far you can run wire to to determine what your limitations are.
As I've said earlier, you do not need an electrician to do this. Do some Google research and you can also get info on the volt website.
