Are these legit batteries? I've never heard of waysource.
Yes. They are an authorized dealer. I have purchased from them several times. They have shipped fast and I have had zero issues. I posted a deal from them on M18 3.0Ah HO batteries a few months ago. That was a frontpage deal, and there was no negative feedback.

The short answer is "probably". Between very believable fakes flooding the market and Amazon and others commingled inventory policies[redpoints.com], even with reputable sellers you can't tell for sure any more.
In theory if you buy from an authorized brick and mortar such as Waysource then you are guaranteed authentic inventory, as long as nobody did a switch and return with a fake. Project Farm recently did a comparison between legit, generic, and bootleg and found that the generic and bootleg were both significantly worse and the bootleg was missing crucial safety features.

$10/Ah is going rate. Too many of these flooded on the market. And HD is cutting some good deals
$10/Ah is a reasonable target for standard batteries, but it's rare to get to that price for 'premium batteries'. For high output batteries with 21700 cells (e.g., M18 HO), $15/Ah is a more feasible target. Then, for pouch batteries (M18 Forge, DeWalt POWERSTACK), the best deals tend to be closer to $20/Ah. The good-deal rate also needs to be adjusted for capacity, since higher capacity batteries tend to cost less $ per Ah than their smaller counterparts.

Authorized dealers sell legit products. If they didn't, they wouldn't remain authorized for long.
