All a score line does is guarantee even drug distribution; just because it doesn't have one doesn't mean it's not evenly distributed. The vast majority of pills are evenly distributed; it would be vastly more complicated to manufacture something that was a guaranteed dosaged but unevenly distributed.
The rules you quote are simply guidelines to apply blanketedly, but they are not relevant in all situations.
