"hack" is a word that's gotten thrown around in such a weird way nowadays, nothing illegal is being done here

This isn't a hack and it's not "illegal" by any laws in local or federal government or any private rules or laws set by Home Depot.

This isn't even a hack, the other day it showed how it was but that was a Ryobi special, the link goes right to a special buy so there isn't anything to hack.

Without the hack, if you add a ONE+ 18V 4.0 Ah Lithium-Ion HIGH PERFORMANCE Battery, it makes the set 74.89 and the 4.0Ah 64.11 (Reg 119)

I just started building my Ryobi tool collection. I've done several of the hacks/returns. I accidentally picked the wrong pick-up location in this deal so I canceled it and re-ordered. They then canceled my new order. Talking to chat, they said my account has been flagged. Is this common if you do the hacks too often?
