Its worse than that, cheap usb cards only have a single controller attached to a hub chip so the ports are not separate.

Motherboards are no different.

Apparently this has a controller per port so all the device limits and bandwidth are separate and won't get overloaded.

The sad thing is that most consumer motherboards can't handle this full bandwidth along with a high powered GPU as there isn't enough available PCIe lanes.

what's the reason for this to be that expensive?
Sure, it might have 4 dedicated USB chips, but that can't possibly cost that much.

Probably the lack of demand for a USB card with dedicated controllers. Most people will not need this, but it will be useful for if you need to use multiple external drives, capture cards, etc. with full speed.

This is great if you have multiple USB JBOD Enclosures like a lot of video editors tend to have. A setup I've seen in a news van is Laptop TB3 -> Small PCIe enclosure -> This card or similar -> 1-2 JBOD enclosures + 1-2 high speed media card readers. It's a lot more flexible than an HBA in that regard.
