You can do Lisbon -and- Barcelona together.
For example, I'm seeing $437 for a 22-day trip - SFO-Barcelona with a 10-day stopover in Lisbon.
It took a month and a half for TAP to issue any refunds, and even then they were only partial refund because hours after canceling (and well after we bought replacement tickets with another airline), they tried to offer us an alternate flight through Munich.
We met other travelers who explained "TAP" really stands for "Take Another Plane."
