We've been lucky enough to only have lost power during frigid temps a few times. I usually only use a light blanket, even when we keep the room in the heat 50s in the winter, but even I was under my wife's comforter then!

I have an extreme cold weather bag that's older than I am. Comfortably toasty inside when it's in the teens. Weighs about a million pounds though. The current modular sleep system is significantly lighter and more versatile
Completely depends on where you camp, but for me, a 40 degree rated bag is pointless. You might as well just bring a medium-weight blanket. If it is consistently warm at night where you camp, then this might work for you, but in higher elevation where I camp, even in mid summer, it gets down to the low 40's at night, in which case, you really need a 15-20 degree rated bag.
For those who don't know much about mummy/sleeping bags, assume it would be usable in weather that is 10-15 degrees warmer than the bag's rating. 40 degrees is basically a survival rating, while wearing clothes inside it.

This 10 degree bag is rated at 10'F Limit - meaning it will keep you warm, but not necessarily comfortable in those conditions in normal sleep clothes for the weather conditions (i.e. long johns and socks). Keep in mind, a simple fleece blanket inside with you can add 5-10'F of addtional temp range (or use a rated liner).
ALSO - All Sleeping Bag temp ratings are based on the use with a sleeping pad with an insulation R Value of 4.5+ (which most people DON'T have or use)
