Also INTEL has been less than forthcoming about their current problems with their desktop silicone of the same series (13000 and 14000). It wouldn't be surprising if their mobile CPUs suffered similarly.
This is coming from someone who has a 13700k in a desktop and a 13700h in a laptop.

Personally, even if they didn't have the huge issues at the moment, I'd still be looking at AMD over Intel, especially for efficiency and battery life. Even then while intel 13th gen and 14gen has high specs they tend to thermal throttle faster and hurt the overall performance.
So to answer your question if it was an equivalent HX I'd go AMD.
However don't just compare CPU specs. Look for the overall build quality of the laptop as that can dramatically influence the performance.
Some laptops have great specs but their cooling implementation is crap, same can go for power conservation and battery life. My advice is find one or two laptops you would like to buy and do massive research on overall build. Plenty of youtubers do reviews and comparisons which help massively.
EDIT:
There are stickied posts on r/gaminglaptops specifically for Intel 13/14 gen H and HX series CPU's overvolting past 1.5v when they shouldn't be requesting more than 1.4v.
Take a look and if you do buy one, make sure to undervolt with the guides they have.
