The delisted Hot Wheels DLC is actually still purchasable via Walmart. I was able to buy a code and was able to redeem it after MS pulled it from purchase on their storefront.

You're still right about everything. I immediately nabbed the Ultimate at $20 and don't regret it.
This game is going to get delisted and therefore gone forever from the digital store to purchase.
There's only a slight chance it will go lower in the days prior but I wouldn't count on it.
You will not be getting the hot wheels dlc since that's already gone.(unless you purchased it)
No upgrade path aside from buying the Deluxe or Ultimate edition at this price.
If you purchased any dlc for the game before a certain date the standard game may already be in your game library.

The Steam version is PC only and does not sync with the MS/Xbox version.

Open the menu. Go to the "Horizon Life" tab. Choose #FORZATHON. Once there, you will see weekly and daily challenges where you can earn Forzarthon points. Completing those challenges (or participating in Forzathon Live events) will give FP. From that same page, go into the menu item that says "#FORZATHON SHOP". There you can buy one "Horizon Backstage Pass" per week using the points you earned the week, not completely unlike how the playlist worked before.
You can still unlock all those cars.

For the rest of you, backstage passes remain available through the method above. Online play works fine. If they didn't there would be far more people on various forums with torches and pitchforks posting grievances after this sale, instead of one lone SDer tilting at windmills.
It's a great game. Don't let one person who seems obsessed with being disappointed let you be dissuaded from getting one of the most enjoyable "simcade" racing games out there.

If you feel like just the single player portion of the game is worth the money, then buy it. But if don't expect to get the complete experience.
