Not sure, but I doubt most CS agents would lower the condition in person unless there was some obvious damage. If they do, you can always walk away from the transaction and come back when there's someone else working.

I bought a 13 pro max locked to AT&T for $500 although I chose TMobile when ordered the Pixel 9 Pro XL. The rep didn't even really check much, no issue with trade-in.
My total was around $30.23 for tax. Basically what they do is using the promotion of $709 to apply to the phone price bringing it down to $390. I need to pay tax on $390. Then they applied the $390 trade-in value of the iPhone to the remaining total. Basically I only need to pay $30.23 tax.
With $200 gift card, basically I got the phone for under $400 for buying the iPhone. Great deal.

Yeah, there's A LOT of misunderstanding floating around in these forums regarding how taxes are applied, particularly when manufacturers' incentives are involved, since the devil is in the details of how the incentives are structured.

In short, b*tching & moaning about things we don't understand is more fun and requires less work than acting like a responsible tax accountant, tax attorney, or public policy analyst.

Went to the store again, called support twice, and no luck. They say they can't apply the promotion. Then he said something about best buy honoring the promo in the form of a refund I guess, but it is not guaranteed.

If you have a pre-order with the promo trade value locked in, then that will be honored, as the order has already been placed and what your receipt shows is the deal you get. The charge will either be credited back, or may not have ever been charged at the higher rate (it was just a pre-charge authorization in most cases). If you don't have a pre-order reflecting the discount promo, then it's too late to get it. BB reps generally have no clue what's going on.

They can't because they apply the promotional discount as a coupon on the sale price. So if you return the phone, you are not getting that coupon value back. The actual cash value of the trade in is the base trade in value. That is applied post tax since it is just a best buy gift card. In fact, you can trade in your phone without buying anything from best buy and get that base trade in value as a gift card that you can buy anything with.

I have a preorder, but they keep saying me that promo won't work. Maybe they have no clue, maybe something else, but that's what I get.

Yes, most of them have no clue. Just look at your pre-order receipt. Whatever that shows is the deal you'll get. It's all set up in their system and the adjustment happens automatically once the trade is processed as complete on their end.

Will pick up the phone in 3 days (not in the US right now), so tax should be on the trade-in value not the pixel phone? Currently on my preorder tax is at $90 for pro xl

Here is my story.
I pre-ordered P9 online with iPhone 12 trade in on 8/14. Today I went to pick up, when its time for trade in, the screen shows $145 instead of $799. I asked them, they claim that's the value I am getting. I then ask them to research, show them the email. They insist that I am getting $145. They said they needed to cancel my online order and re-purchase it in-store to get $799. I told them to do the in-store purchase before cancelling my online order to make sure I am getting the $799 trade-in value. Of cuz they cannot get me the $799 as it is no longer in their system. And they told me they have cancelled my original trade-in. I am so pissed. I then came home and contact the online support, They told me my order is still intact, trade-in is still valid. I guess I have to go back to the store again to pick up my phone. I should have come here to read others' story before picking up. Clueless rep in the store is really useless, even the manager is clueless how the trade-in promotion works. I hope they didn't really cancel my original trade-in, otherwise I will file complaint to BBB.
