That said, what is the major they're studying? I've found the touch screen pretty decent for note taking. But I've not used this particular model.
16 Gb RAM for Windows is pretty standard can would be what you want.
If you find a good deal on a M1 MacBook Air, that'd be the best one on a budget. 8 Gb can get by if it's not computer science / engineering major.
