Supports HMB via the PCIe bus which makes the lack of DRAM not that important. Utilizing HMB allows manufacturers to eliminate some extra cost of having to include a DRAM module. Access to a small amount of system memory via the PCIe bus is very fast and provides the same functions that an on-board DRAM module would provide.

Does accessing the system memory instead of DRAM slow down system performance in any noticeable way?
Mostly use my PC for gaming and Video editing in Davinci Resolve. Rtx 4080 + 14900K + 32gb ram

No. It is typically less than 64MB that is allocated, so unless you are already memory starved you should not see any impact.
