Regarding the CPUs, fixes are rolling out, much more an issue for people like me that have been running a 13th gen CPU for years. However, there is still some risk. We life in a hellscape where there are only 2 CPU options, go with AMD if that is your preference.

So then you're stuck trying to manually set timings to get ram to run full speed and I doubt the dell motherboard even has most of that enabled.

1. 4070 is not a very powerful GPU, - Nvidia named it xx70 is really a trickery to sell an inferior product using name recognition , because of the amazing values from previous 1070, 2070, 3070 models - do your own research about 4070 using search terms like "4070 vs 3070 ti" , "4070 vs 3080" and so on
2. 16gb is enough for gaming, at the moment - and it can be upgraded so it not an issue
3. 3070ti, 3080, 3080ti , 4050, 4060 are all much better in terms price to performance ratio
4. If you need something better than 4060 or 3080ti - you should at a minimum buy 4070 super, 4070 ti, or higher
5. 4080 and 4090 are amazing, they can truly replace most gaming desktop - buy them if you have the budget
6. there are reports about instabilities with 13th and 14gen Intel CPUs , in general the problem has been identified and workarounds fixes had been available - unless you are buying this to run some missions critical service.. then it maybe a corner , for gaming - you will be fine

Not sure about all that, like none of it. I disagree for the price at this current time.
