It's a in-store clearance. Very YMMV. My Lowe's has a clearance section and there was a pallet full of hammers and crowbars.

My local store had many clearance items on a folding table with brands like metabo, kobalt items. The associate in that department told me they're switching to new packaging and need to make shelf space.
