If iTunes upgrades TGIF to HD or removes it from the bundle, then buy on iTunes would give you HD and 4K (if available) everywhere.

That's iTunes users complaining about it being an SD-only bundle, and even advertised that way (presumably on MacOS, referring to the user that "tried it on [their] laptop"
There is precedent for it getting "fixed" in a timely manner, perhaps by swapping out the movie for something else or upgrading the quality of the low man on the totem.
However, with VUDU, if it says HDX for the bundle, you will only get that quality.
Someone needs to test Apple to confirm it. Not it.
