I followed the same instructions in this thread. Except that IVR didn't give me the option to pay off instead it connected me with an agent.
I told the agent that I'm looking to upgrade the device and would like to pay off. He allowed me to pay off and asked me regarding the upgrade options. I told him I haven't decided on the upgrade options yet, but just getting ready for that. He sent me a link to make a $99 payment with CC. Everything went smoothly and I got an email that the device payment buyout was completed.

Here are the steps I took.
Monday Night, phone purchased on Walmart.
Tuesday Morning, Verizon email came and signed up. I immediately called support and paid off the device via human agent.
Wednesday morning, the phone came. Checked via SickW and the phone shows as 2387 - US Verizon Locked Policy
I still went to target and purchased the H2O sim kit for $1
Came home, and chatted with an online agent to terminate the service immediately. The agent confirmed termination. I logged in to Verizon and it shows no lines active.
Now, I opened the iPhone and inserted the H2O sim before turning it on, it shows SOS on the top left. I did not go through the phone setup nor connect it to the WIFI, it is still at the language selection screen.
I went to ATT unlock, submitted the request, and ATT email shows :
Heads up! We can't complete your unlock request.
The IMEI number you gave us doesn't match an AT&T device
The IMEI did show up on my Verizon's device list before the service disconnect.
At this point, what can I do to unlock this? Will this still unlock in 60 days even when Verizon service is disconnected / no longer active?

Mine says "Check 4000 - US Reseller Flex Policy" on sickw.
AT&T denied the unlock request: "The IMEI number you gave us doesn't match an AT&T device"
